Barbara Denise Wayne, a devoted caretaker and beloved member of her family and community, passed away peacefully on July 23, 2025, in Indianapolis, Indiana. Born on July 27, 1949, in Indianapolis. Barbara was a shining star in the lives of all who were fortunate enough to know her.
Throughout her career as a paralegal, Barbara demonstrated an unwavering commitment to advocating for those in need, embodying her nurturing personality that endeared her to everyone around her. She was a steadfast supporter and a source of wise counsel, always prioritizing the well-being of others over her own.
Barbara found great joy in the simple pleasures of life. She was an avid reader, appreciating the worlds that opened up through literature, and spent many serene hours expressing herself through painting. Her passions extended to engaging with the world around her, as she enjoyed watching news shows and delving into the intricacies of politics. Additionally, she embraced modern technology with enthusiasm, often immersing herself in various computer games.
Barbara is survived by her cherished children, Sonja Teague and Douglas (Heather) Bumbalough, along with her beloved siblings: Dennis Oakes, Debi (Jerry) Binkley, Dean (Roberta) Oakes, Douglas Oakes, and Duane (Lucy) Brenton. Her legacy continues through her grandchildren, Jaelen Hanley, Jaeda Hanley, Kaylee Bumbalough, Zachary Bumbalough, Kaija Lowery, Rebecca Bobholz, and Shane Lemerande, as well as her great-grandchildren, Valentine, Paisley, Jackson, Josie, Jade, Maci, and Bryant. Each of them carries a piece of her vibrant spirit.
Barbara was predeceased by her loving parents, Harold Oakes and Bette Jane Westlake Richmond, her devoted husband, Joseph Anthony Wayne, her grandson, Jeremy Bumbalough, and her brother, Daniel Oakes. Though they have departed from this life, they remain forever in the hearts of those who loved her.
Barbara wishes were to have a private family remembrance. Services were entrusted to O’Riley – Branson Funeral Service & Crematory, 6107 S. East Street, Indianapolis, IN 46227.

Thank you for being an amazing sister in law. You always had wise words for me (often with some well deserved sarcasm!) and I will miss you so much. You raised amazing kids and did such a good job that is now reflected in how special your grandchildren are.
It doesn’t seem real that you have gone to Heaven, I can’t wait to see you there. I so appreciate your kindness and support over too many years to count. I will cherish all the memories of you and the good times we shared.

We at the City of Indianapolis, Office of Finance and Management are deeply saddened to lose Barb. She was a go to figure in our daily process and a valued resource. I have held the role of Deputy Controller now for more than 15 years and I just don’t recall a time where Barb wasn’t our resource on damage to city property and injured employees. While not a member of city government, she certainly did more than her share to support our community.
